Q.1.
How can a person apply for the
selection to a post?
One can
apply for the selection to a particular
post when the selection is notified by
the Jammu & Kashmir Public Service
Commission in the Jammu & Kashmir
Gazette or in the PSC Bulletin, News
papers etc. The applicant’s candidature
in the said selection is valid only if
he/she satisfies all the eligibility
criteria specified for the selection as
well as the modalities for applying for
the said selection. The application
forms designed and printed by the
Commission are available in the offices
of the Commission in Jammu & Srinagar.
Q.2. When
does the Commission notify a selection?
The
Commission notifies the selection to a
post after vacancy for the post is
reported to the commission by the
respective Appointing Authority.
Q.3. What
are the conditions to be satisfied by a
person for applying to a selection to a
post?
A person
applying for a selection shall satisfy
all the eligibility criteria given under
the Notification concerned.
Q.4. What
are the age limits prescribed for the
selection to posts conducted by the
Jammu & Kashmir Public Service
Commission?
The age
limits (upper & lower) for a particular
post are given in detail under the
selection/Notification for that post.
Normally, a relaxation is given to
candidates belonging to Reserved
Categories.
Q.5. Which
is the date based on which the age of an
applicant is calculated?
The day of
reckoning age of an applicant for a
selection is the 1st day of January of
the year in which the Commission
published the Notification for that
particular Selection. If the applicant
is found underaged/overaged as on the
date aforesaid he will be ineligible for
the selection.
Q.6. If an
applicant acquired the Qualifications
prescribed subsequent to the last date
of receipt of application for the
selection concerned, will his
application be admitted for the said
selection?
No, the
applicant shall acquire all the
prescribed educational qualification for
the post within the last date fixed in
the notification for the receipt of the
application prescribed.
Q.6. Give
the details of percentage of Reservation
given to the OBC and SC/ST candidates?
Q.7. How
are the positions/ranks assigned to the
candidates in the select list?
For
Combined Competitive Examinations, the
positions/ranks are based on the
descending order of total marks secured
in the W/T and interview by each
candidate.
In the
event of a tie, the order of merit shall
be determined in accordance with the
highest marks secured in the viva-voce.
Should the marks in the viva-voce of the
candidates be also equal, the order of
merit shall be decided in accordance
with the highest marks obtained by such
candidates in the aggregate of the
compulsory papers. However, in case the
marks obtained in compulsory papers are
also equal, the order of merit shall be
determined in accordance with the marks
obtained in General Studies Paper.
Similarly, if the marks obtained in
General Studies be also equal, then the
order of merit shall be determined in
descending order of the date of birth of
the candidates.
The same
principal is adopted in respect of other
competitive examinations.
In respect
of selections through direct
recruitment, In case of a tie the order
of merit shall be determined on the
basis of marks obtained in viva –voce .
Should the marks in the viva-voce of the
candidates be also equal, the order of
merit shall be decided in accordance
with the highest academic marks obtained
by such candidates. Similarly, if the
marks obtained in the academic merit be
also equal, then the order of merit
shall be determined in descending order
of the date of birth of the candidates.
Q.08.
Which are the documents to be attached
with the application?
In respect
of Applications other than those invited
for Combined Competitive (Preliminary)
Examination, candidates are required to
attach all relevant certificates with
regard to Age, Qualification, Category ,
Permanent Residence, Experience etc. No
original certificate shall be attached.
For Applications under Combined
Competitive (Preliminary) Examination,
candidates are not required to attach
any certificate with the Application
Form.
Q.09.When
does the Commission accept equivalent
qualifications in selections?
If there
is no provision to accept in a selection
the equivalent qualification in the
Recruitment Rule, qualification other
than those prescribed in the Rule cannot
be accepted. Qualification can be
accepted as equivalent only after it is
declared by executive/statutory orders
and proper amendments are issued to
Recruitment Rules.

Q.10. Is
there a provision of Re-Evaluation of
answer books?
No. The
candidates who have appeared in the
examination can only seek scrutiny of
their evaluated answer books within one
month of the date of declaration of the
result. Scrutiny shall mean re-checking
of totals and checking of un-marked
questions. After expiry of one month no
such requests is entertained.
Q.11. Is
there any remedy for re-evaluation under
RTI ?
No. Under
RTI the candidates can only seek
inspection of their evaluated answer
books.
Q.12. Are
the marks secured in the Screening Test
given any weight-age in the final
selection?
No. The
screening test is only for shortlisting
the candidates. Marks obtained in the
screening test are not given any
weigtage in the selection.
Q.13. Why
are not the DPC meetings held regularly?
Convening
of the DPC meeting is subject to
submission of complete proposals by the
concerned administrative departments. In
case the proposals are incomplete, the
DPC meetings even if held will remain
in-conclusive. For details please go
